John P. McGowan Jr., is Of Counsel at Global Advocacy & Legal Counsel and has extensive knowledge and experience on a wide variety of legal matters, in the arbitration, construction and energy sectors
Previously, Mr. McGowan was a Senior Legal Consultant with Qasimi Law Partners MENA; and the head of the Legal Consultation Dept. of Emirates International Law Firm. He has lived and worked in the U.A.E. for over 25 years, and has an intimate knowledge of the commercial practices, business ethos and culture of the U.A.E.
In the realm of construction, he has advised on project financing and procurement issues, negotiated and drafted construction and engineering contracts (e.g., FIDIC and adjusted FIDIC), and served as lead counsel in international arbitrations of major construction claims.
Mr. McGowan has served clients on matters involving an array of complex contract issues, including concession agreements, production sharing agreements, EPC contracts, and operating agreements.
A former part-time lecturer at Paris Sorbonne University Abu Dhabi, Mr. McGowan is outside counsel (pro bono) for Make-a-Wish U.A.E. and an appointed Ambassador of the International Business Women’s Group of Abu Dhabi.
Mr. McGowan is a founding member of AmCham Abu Dhabi and previously served on the Board of Directors as corporate secretary and chairman of the Legal Affairs Committee. He holds a Bachelor of Arts degree in Philosophy from Georgetown University and a Juris Doctor degree from Catholic University of America in Washington, D.C. He is a member of the Pennsylvania Bar.
